What started in 2016 as the presentation of the research report on low-fee private schools in Lagos State by the FCDO (formerly DfID)-funded project – Developing Effective Private Education Nigeria (DEEPEN), implemented by Cambridge Education, has evolved into a locally-led, systems-change non-profit organisation, SEED Care & Support Foundation (“SEED”), unwavering in its vision of “a world where all children no matter their background have access to quality education to thrive & succeed.”

  • The Beginning

    SEED is Birthed with DEEPEN's TA Grant

    DEEPEN's M4P approach - finding out market constraints, incentivising market players like W-Holistic Business Solutions (W-HBS), and supporting their capacity to take advantage of the opportunities, led to the creation of SEED (Sustainable Education & Enterprise Development). SEED, the social impact project of W-HBS, started with DEEPEN's Tier 1 Technical Assistant Grant to run a pilot program supporting 51 low-fee private schools in 2 Local Government Areas in Lagos, Nigeria with Business Development Services (BDS).

    DEEPEN Challenge Fund Grant

    SEED emerged as a DEEPEN Challenge Fund (DCF) grantee. The Fund was to support unconventional and innovative solutions to scale up ongoing and emerging pilots and highlight opportunities that might not have been noticed if not supported externally. SEED had created an innovative tool, SQAT (SEED Quality Assessment Tool), that required funding for "Desirability" testing with low-fee private schools through the SEED School Transformation Program.

    SEED's Success Gets DEEPEN Award

    On 28 March 2018 at the Close-Out Event and Innovation Fair of DEEPEN Challenge Fund, SEED presented its interim results, surpassing targets in all areas. SEED continued to implement based on the Challenge Fund agreement till August 2018. SEED's work was showcased at DEEPEN dissemination events to government and other education stakeholders in Kano and Ogun States, Nigeria. On 17 September 2018, SEED received the DEEPEN award for contributing to improving learning outcomes in private schools, especially for children from low-income households in Nigeria. SEED had reached a total of 715 schools with 65,170 children and 5,986 teaching & non-teaching staff. By 2019, SEED started testing the "Feasibility" of its intervention to determine low-fee private school's willingness and ability to pay for support as a sustainability strategy.

    COVID-19 Changes Everything

    SEED faced great vulnerability when the COVID-19 pandemic hit. School closures and the need for aid for the school community (children, parents, staff and owners/leaders) led to SEED creating the intervention - SEED C.A.R.E.S. (COVID-19 Advocacy, Relief, Empowerment & Support) in April 2020. The intervention packs (food, personal care & hygiene packs, workbooks, radios and cash) reached 100 Student Families, 60 School Leaders and 81 Teachers. The whole experience between 2020/21 brought to fore the importance of technology and the need to rethink our strategy. In 2021, SEED supported the Lagos State Employment Trust Fund (LSETF) in the N5 billion Post COVID-19 Recovery Fund and also supported the Office of Education Quality Assurance (OEQA) with trainings on safe re-opening of Lagos State schools and series of trainings for school owners/leaders on crisis response.

    One Step At A Time

    There were many bumps on the road and setbacks to our journey. SEED decided to take a step back and review its journey, taking into account all the peer organisations that received DEEPEN support. The focus and traction of support for low-fee private schools had waned. SEED had experienced a period of learning and growth, during which it had built a trusted name and established a reputation as the go-to organisation on low-fee private education in Nigeria, The impact of SEED could not just end, so the Executive Director started rebuilding one step at a time, starting with giving SEED a new life as it was clear the way SEED was structured could not support the vision.

    SEED 2.0

    Taking all the learning from over the years, SEED was fully registered with the Corporate Affairs Commission on 4 April 2022 as SEED Care & Support Foundation, a non-profit in Nigeria with registration number 177564. With SEED's new non-profit status, it commenced work with building trust with the school associations. SEED transitioned into a convening role, becoming the Secretariat for the Coalition of Low-Fee Private School Associations in Lagos State. On 5th November 2024, SEED Care and Support Foundation formally launched as a non-profit that supports the affordable non-state education sector to deliver access to quality education for all children. SEED evolved from just programme delivery to grassroots movement building and policy engagement. SEED becomes Implementing Partner for the FCDO-PLANE South-West Education Programme.

    Trusted at the Grassroots.

    SEED launches the "All Hands On Deck" for Affordable Non-State Schools in Lagos State, a grassroots movement organizing affordable non-state school owners, principals, head teachers, alumni, teachers, and parents of children from low-income families to push for policy that Recognises, Includes, Supports and Engages the sector (RISE Up Campaign). Launches the 6 Thematic Working Groups and 20 Local Government Area (LGA) Groups structure.

    SEED is admitted as a member of the National Coalition of Non-State Schools in Nigeria.

    NATIONAL POLICY ENGAGEMENT
    SEED is a member of the Committee that drafts the National Policy on Non-State Schools in Nigeria (NPNSN) and is present at its official launch in Abuja on 16th July 2025. Further engagement with federal stakeholders on implementation pathways, including Education Public‑Private Partnerships (E-PPP) and Accelerated Teacher Professionalisation Pathways (ATPP). In recognition of its impact,

    LAGOS, OGUN & OYO POLICY DOMESTICATION
    SEED is appointed as the Civil Society Organisation representative on the Lagos State Policy on Non‑State Schools Drafting Committee. SEED actively mobilises stakeholders for public consultation, resulting in 19 memoranda submissions, including 11 coordinated submissions led by SEED. SEED is also appointed to the Lagos State Safe Schools Steering Committee as Non-State representative. SEED begins to work on stewarding shared learning assets from all its work in Lagos State. As implementating partners to FCDO-PLANE on their South-West Education Programme, policy domestication support is provided to Ogun & Oyo states with learning shared with Ekiti, Ondo and Osun States. Strategy for the launch of a systems‑learning initiative positioning Lagos as a learning engine for national and global education reform is developed.
