SEED influences education systems by connecting evidence, stakeholders, and decision makers to enable informed policy and practice outcomes. We amplify the role of the affordable non-state sector highlighting the need for a seat at the policy table and for a conducive operating environment. We also work to strengthen their associations to effectively serve members and advocate. We go further to strengthen state and national education systems to design and implement policy for system wide change, providing technical input grounded in reality while maintaining non-partisan credibility.

 

Our influence work translates research, policy and practice insights into strategic engagement with government, civil society, and sector actors to shape decisions that improve access, equity, and quality in education. Our work ensures that education reforms are grounded in data, contextual realities, and the lived experiences. We build stakeholder awareness and cultivate affordable non-state education sector champions.

Our Approach To Systems Influence

At SEED, our influence approach is designed to support sustainable system change, not short-term advocacy wins alone. It is grounded in evidence synthesis, structured engagement, and policy-relevant learning. To support education system reform, we:

  • Translate complex evidence into
    actionable insights for policymakers

  • Support evidence-informed policy
    dialogue and reform processes

  • Facilitate structured engagement
    between government, practitioners
    and communities

  • Mobilise stakeholder networks
    around shared, evidence-based priorities

  • Strengthen the use of data and
    learning within government decision cycles

 

Our influence has contributed to more evidence-grounded education policy deliberations at national and sub-national levels, including formal consultation inputs and reform dialogues. SEED’s influence approach prioritises  usability, relevance, and timing, recognising that evidence must align with real-world policy constraints and reform windows to be effective.

 

Our key influence workstreams include:

  • Evidence-to-Policy Engagement: We synthesise research, administrative data, and practice-based evidence to support education policy dialogue and reform processes. Our work focuses on ensuring that evidence is accessible, contextualised, and usable by decision makers.
  • Government Partnerships: SEED collaborates with federal and state education institutions to embed evidence into governance mechanisms, policy deliberations, and system reform initiatives. These partnerships enable sustained engagement beyond one-off consultations.
  • Strategic Convenings & Policy Dialogues: We convene policymakers, practitioners, and civil society actors around evidence-informed discussions on education system challenges, including access, equity, quality, and regulation of non-state education.
  • Stakeholder Network Mobilisation: SEED supports coalitions and thematic working groups that amplify evidence-based perspectives and coordinate collective action across the education ecosystem.

 

SEED partners with governments, research institutions, funders, and civil society organisations seeking to strengthen evidence use in education policy and practice. We welcome collaborations that advance data-informed decision making and inclusive education systems.
