In a rapidly evolving digital world, access to accurate data and efficient identity management systems is fundamental to planning and delivering quality public services. Recognizing this, Lagos State took a proactive step over a decade ago with the establishment of the Lagos State Residents’ Registration Agency (LASRRA) – a move that would eventually lay the groundwork for transformative collaborations such as the recent partnership with SEED Care & Support Foundation.

Formally launched on September 19, 2013, after the bill establishing it was passed into law in June 2011, LASRRA was designed to build a reliable database of all residents in Lagos State. The aim? To ensure that resources are allocated efficiently and that government services reach every individual, especially those in underserved communities.

SEED’s Role in Empowering Education

SEED Care & Support Foundation is a non-profit organization focused on enhancing the non-state education sector in Nigeria. By collaborating with key players across the education ecosystem, SEED champions affordable, quality education for every child, particularly those in low-income communities.                                                                 

With LASRRA’s critical role in resident identification and SEED’s mission to uplift under-resourced educational communities, a partnership between the two organisations began with former’s sensitization of SEED’s Coalition of Low-Fee Private School Associations comprising of Association for Formidable Education Development (AFED), League of Muslim School Proprietors, (LEAMSP), Muslim School Proprietors Association (MUSPASS) Association of Model Islamic Schools (AMIS), held on March 20, 2024. The goal was to introduce the benefits of the LASRRA registration process to school administrators who could, in turn, disseminate this information within their networks.

This was followed by the SEED Conference and Launch on November 5, 2024, where the partnership was officially unveiled. The event also featured the kickoff of the pilot registration phase in select SEED community schools.

In December 2024, the SEED–LASRRA pilot registration was successfully rolled out in selected partner schools. This phase focused on enrolling students, parents, teachers, and local residents into the LASRRA database, thus improving their access to essential government services, identity verification, and public infrastructure.

A Milestone in Inclusive Registration: 3,226 and Counting

With just seven pilot schools, the registration drive has now expanded to 63 schools, successfully registering 3,226 students, parents, and school staff. What began as a small initiative is now a growing movement toward inclusion and equitable access.

The focus of the initiative goes beyond just about identity cards. It is about making sure every member of these communities is acknowledged and included – it is about empowerment.

Building on this success, the initiative was expanded in early 2025 to include more low-fee private schools within the SEED network. This expansion not only amplified community participation but also reinforced SEED’s ongoing commitment to bridging the documentation gap that often hinders marginalized groups from accessing social benefits.

Incentivising Participation: The LASRRA Raffle Draw

To further encourage participation, schools that completed the registration process became eligible for the SEED–LASRRA Raffle Draw Initiative, a creative approach to reward schools for prioritising identity registration among their stakeholders.

In a bold step toward building a more inclusive education system in Lagos State, the two bodies hosted the first edition of a unique raffle draw—one designed not just to reward, but to raise awareness about the power of identity and access.

Held on April 4, 2025, the inaugural event brought a burst of excitement and meaning to communities served by low-fee private schools. It wasn’t just about winning prizes—it was a celebration of visibility, empowerment, and the right to be counted.

LASRRA is playing a vital role in ensuring access to identity-based services. Through the agency’s support, the benefits of registration are being extended to more individuals and schools. To keep the momentum going, LASRRA has pledged to host the raffle draws every quarter, creating incentives for participation and reinforcing the importance of being counted.

SEED continues to encourage wider participation, urging school owners and education associations to support the ongoing registration effort. The goal is to see every community member officially recognized, building a network of connected and empowered schools throughout the state.

Meet the Young Stars

At the heart of the day’s celebrations were five young stars—the first raffle draw winners. Each child, representing a different school, walked away with a surprise gift and the pride of being part of something meaningful:

  • Akingbagbohun Elizabeth, 6 years old, Kindergarten – Glory Access Schools
  • Awoselu Ezebel, 4 years old, Nursery One – Adtak School
  • Onieka David, 5 years old, Primary One – De-Ample Gate School
  • Taiwo Muiz Olanrewaju, 5 years old, Kindergarten One – Nasiratulazeez Islamic School
  • Ikram Salvador Gbolahun, 8 years old, Primary Three – Afraz Private School

The initiative has come to stay with non-stop plan to proceed with the raffle draws as a way of encouraging schools and learners, including parent to partake in their registration with the state government as residents.
