SEED’s systems strengthening work focuses on enhancing the capabilities of governments, school associations, and schools so that reforms and quality improvements are institutionalised, sustainable, and scalable. Strong systems result in stronger policy implementation, better school practice, improved quality assurance mechanisms, and enhanced education financing, especially for underserved learners in the affordable non-state sector.

 

We strengthen systems by working with local stakeholders, embedding competencies within existing structures rather than creating parallel solutions. Our work reinforces local ownership, builds long-term capacity, and strengthens system linkages so that improvements continue long after individual interventions end.

It means measuring success by the capacity that remains in the system & the improvements in the services they deliver, not just the services delivered directly by a project. Government Capacity & Platforms
We partner with federal and state education institutions to enhance their ability to use evidence, tools, and processes that support data-informed planning, policy implementation, and quality assurance.

 

Associations & Sector Support
We invest in strengthening school associations and networks so they can effectively represent their members, engage with policymakers, and support quality improvements across member schools.

 

Schools & Edupreneur Capacity
We support affordable non-state schools to improve organisational and instructional quality, navigate registration and approval processes, and adopt continuous improvement practices.
